[오뉴스=Mai Dang 해외통신원]=한국과 싱가포르는 인천국제공항과 창이공항 등 세계적인 공항을 보유하고 있으며, 이 공항들은 최고의 서비스와 최고의 건축물로 세계 최고의 공항으로 각광받고 있다. 두 공항은 매년 전 세계 수백만 명의 관광객들이 방문했으나, 코로나19 팬데믹 이후 승객 수가 급격히 감소하여 가장 분주했던 두 공항은 면세점, 레스토랑을 폐쇄하고 승객도 거의 없어 조용한 공항으로 변해버렸다.
인천국제공항은 대한민국에서 가장 큰 공항이다. 수도권을 담당하는 주요 공항이자 세계에서 가장 크고 가장 붐비는 공항 중 하나이다. 인천국제공항은 2005년 전 세계 항공승객 10만명을 대상으로 한 조사에서 세계 최고의 공항으로 선정되었다. 특히 Skytrax는 세계에서 가장 깨끗하고 세계 최고의 국제 환승 공항으로 평가했다.
싱가포르 창이 공항은 싱가포르에 서비스를 제공하는 주요 민간 공항이자 아시아에서 가장 큰 교통 허브 중 하나이다. 국제 여객 및 화물 수송량 기준으로 세계에서 가장 붐비는 공항 중 하나인 이 공항은 Skytrax가 8년 연속 세계 최고 공항으로 여러 차례 선정했다. 또 세계에서 가장 깨끗한 공항 중 하나로 평가되었으며 높은 평가를 받은 국제 환승 공항이다.
코로나가 발생하기 전인 2019년에 창이공항은 6830만 명의 승객에게 서비스를 제공하여 세계에서 18번째번째로 활성화 된 공항으로 선저오디기도 했다.
그러나 COVID가 발생하여 거의 모든 것이 심각하게 바뀌었고 두 상위 공항은 사하라 사막처럼 텅 비어 있다. 현재 상황은 각 터미널 내부의 업무에 지장을 줄 뿐만 아니라 한국-싱가포르 간 이동 흐름에도 큰 영향을 미치고 있다. ㆍ
박병석 국회의장과 탄 추안진 싱가포르 국회의장은 지난 8월 20일(금) 영상회의를 열고 코로나19 예방접종 증명서를 상호 인정하고, 항공교류 재개의 필요성에 대해 논의했다.
박병석 국회의장은 “감염 통제와 경제, 국민의 정상적인 일상 사이에서 적절한 균형을 유지하기 위한 싱가포르의 노력에 깊은 관심을 갖고 있다”고 말했다. 그는 한국과 싱가포르가 지난해 9월부터 합의한 상호 그린라인(Green line)을 곧 재개할 것을 제안했다. 이 그린라인 협정은 양국 간의 단기 필수 비즈니스 및 공식 여행을 용이하게 하기 위한 것으로, 기업인을 포함하여 약 770명의 한국인이 혜택을 받았다.
불행히도 전 세계적으로 엄청난 규모의 코로나바이러스 발생으로 인해 싱가포르 정부는 올해 2월에 이 메커니즘을 중단했습니다. 이에 한국 정부는 상호주의 원칙에 따라 싱가포르인에 대한 검역 면제 증명서 발급을 잠정 중단했다.
싱가포르 측에서 탄은 예방접종 증명서의 상호인정 제안을 검토하는 단계에 있다고 말하면서 “싱가포르 당국이 어떤 백신을 인정할지 검토하고 있다”고 덧붙였다.
한국에서 승인된 백신은 모더나, 화이자/바이오엔텍, 얀센(존슨앤존슨), 옥스포드/아스트라제네카 등 4개다. 반면 싱가포르에서 승인된 백신은 모더나(Moderna)와 화이자/바이오엔텍(Pfizer/BioNTech) 두 가지뿐이다. 따라서 싱가포르 정부가 모더나 또는 화이자/바이오엔텍 백신을 접종한 사람에 대해 검역 기간을 면제할 가능성이 높다.
한편 박병석 의장은 미국과의 역사적인 정상회담에 기여한 싱가포르를 높이 평가했다. 지난 2018년 6월 북한과의 회담 사례도 언급했다. 그는 아세안 국가들이 남북 문제에 대해 한 목소리를 낼 수 있도록 아세안의 선도국으로서 싱가포르의 지속적인 지원을 기대했다.
이에 대해 탄(Tan)은 싱가포르가 지리적 크기에 관계없이 "이 지역의 평화와 안정에 기여할 준비가 되어 있고 기꺼이 기여할 것"이라고 화답했다. 그는 또한 싱가포르가 “한반도의 평화를 위해 가능한 모든 지원을 기꺼이 제공할 것”이라고 강조했다.
회의 말미에 박 의장은 올해 12월 한국에서 열리는 제29회 아시아태평양 의회포럼 연차총회에 탄 추안진 의장을 초청했다.
Korea and Singapore are well-known for their high-profile airports, named Incheon International Airport and Changi Airport, are on the world top airports for the best services and best architectures. The two best airports welcomed millions of millions of passengers all around the world every year. However, since the COVID pandemic, the number of passengers has dramatically dropped, leaving the two busiest airports quietly deserted and almost empty with closing duty-free stores, restaurants and very few passengers.
Incheon International Airport is the largest airport in South Korea. It is the primary airport serving the Seoul Capital Area and one of the largest and busiest airports in the world. Since 2005, Incheon International Airport has been rated the best airport worldwide by Airports Council International every year. It is also rated as the world’s cleanest airport and the world’s best international transit airport by Skytrax.
Besides, Singapore Changi Airport is a major civilian airport that serves Singapore and one of the largest transportation hubs in Asia. As one of the world’s busiest airports by international passenger and cargo traffic, it was many times rated the World’s Best Airport by Skytrax, the first airport in the world to do so for eight consecutive years. Besides, it has also been rated as one of the world’s cleanest airports and highly rated international transit airport. In 2019, time before COVID, Changi served 68.3 million passengers, making it the 18th busiest airport in the world.
However, COVID occurred and severely changed almost everything, leaving the two top airports as empty as Sahara deserts. The current situation does not only disturb the businesses inside each terminal but also significantly affect the traveling flow between Korea and Singapore.
On Friday, August 20th, National Assembly Speaker Park Byeong-Seug and his Singaporean counterpart Tan Chuan-Jin held a virtual meeting and discussed about the need to mutually recognize COVID-19 vaccination certificates in order to resume a reciprocal quarantine exemption arrangement.
Assembly Park stated: “We are keenly interested in the efforts of Singapore to strike the right balance between infection control, the economy and the people’s normal daily life.” He expected that the two countries will soon resume their reciprocal green lane, that Korea and Singapore had agreed upon since September last year. The agreement was to facilitate short-term essential business and official travel between the two countries. There were around 770 Koreans including business people benefited from this.
Unfortunately, an enormous outbreak of the coronavirus around the world led the Singaporean government to suspend the mechanism in February this year. Hence, the Korean government has temporarily stopped issuing quarantine exemption certificates to Singaporeans based on the principle of reciprocity.
On the Singapore side, Tan stated that the proposal of mutual recognition of vaccination certificates is in reviewing process and he also added: “the Singaporean authorities have been reviewing which vaccines to recognize”.
There are 4 vaccines approved for use in Korea, consisting of Moderna, Pfizer/BioNTech, Jansen (Johnson & Johnson) and Oxford/ AstraZeneca. On the other hand, there are only two vaccines approved for use in Singapore, which are Moderna and Pfizer/ BioNTech. Thus, there will be a high chance that Singaporean government will exempt quarantine period to those who receive full vaccinated with Moderna or Pfizer/ BioNTech vaccines.
Nonetheless, Assembly Park also appreciated Singapore for their contribution to the historic summit between the U.S. and North Korea in June 2018. He expected the continuing support of Singapore as a leading country in ASEAN so that ASEAN members states could join in one voice on inter-Korean issues.
In response, Tan said Singapore is “ready and willing to contribute to peace and stability in the region” regardless of their geographic size. He also emphasized that Singapore would be “happy to offer support in any way possible for peace on the Korean Peninsula”.
To the end of the meeting, Assembly Park kindly invited Tan to attend the 29th Annual Meeting of the Asia Pacific Parliamentary Forum to be held in Korea in December this year.
