[오뉴스=Mai Dang 해외통신원]=말레이시아 정부는 모든 연방 공무원의 COVID-19 예방 접종을 의무화 할 것이라고 밝혔다. 단 심각한 건강 상태에 있는 사람들은 제외했다.

공공 서비스 부서는 성명서에서 공무원이 대중의 신뢰를 높이고 많은 장애물없이 정부 서비스를 제공 할 수 있도록 예방 접종을 의무화 할 것이라고 밝혔다. 공무원의 거의 98%가 이미 예방 접종을 받았으며, 약 1.6%는 아직 국가의 예방 접종 프로그램에 따라 등록하지 않았다고 국무부는 덧붙였다. 말레이시아에는 약 160만 명의 공무원이 있다. 

정부 대변인은 "예방 접종을 받지 않은 직원은 11 월 1일까지 예방 접종을 받아야 하며 접종할 수 없는 사람들은 정부 의료 책임자가 확인 한 건강 정보를 제공해야 한다"며 "covid 백신 접종을 받지 않는 사람들은 징계 조치를 받아야 할 것" 이라고 강조했다. 

말레이시아는 자국내 코로나 백신 접종율을 높이고 연말까지 인구의 80 %를 접종하는 것을 목표로 하고 있다. 말레이시아는 현재 3200만 인구의 61%가 2차 접종을 완료 했다. Covid 백신은 말레이시아 국민에게 무료로 제공되지만, 외국인은 치료를 위해 비용을 지불해야 한다. 말레이시아 보건부 장관 탄스리 무히딘 야신은 "화이자와 계약을 체결했으며 1280 만 분량"이라고 밝혔다. 

총리 이스마일 사브리 총리는 "말레이시아 주 정부가 규정된 임계값을 충족하기 위해 각 주에서 전염병 상황 관리에 최선을 다하고 있다."라고 말했다. 그는  "말레이시아의 성인 인구의 85.1%가 국내 COVID-19 예방 접종 프로그램에 따라 2차 접종을 완료했으며, 예방 접종 목표를 달성했다. 성인 인구의 90 %가 백신 2차 접종을 완료할 때 정부는 주간 여행을 허용할 것"이라고 말했다. 

한편 말레이시아는 10월 초부터 백신 2차 접종 완료자는 18세 미만을 제외하고, 스포츠 및 레크리에이션 경기에 참가할 수 있다. 관중은 스포츠 경기 내내 마스크를 착용해야 하며 경기장에서는 식사나 음주가 허용되지 않는다. 

또 말레이시아는 세미나를 포함한 정부 및 민간 기능은 모든 참석자가 백신 접종을 완료한 경우, 50%의 수용 인원이 허용된다. 예방 접종을 받지 않은 사람들은 의료 종사자의 확인을 위해 행사에 참석하기 전에 자체 테스트 키트(타액)를 사용하여 사전 이벤트 테스트를 받아야 한다.  
 


Malaysia – government employees must receive COVID-19 vaccinations

On Sept 30, Malaysian government stated that it would be mandatory for all federal government employees to be vaccinated against COVID-19, with only exceptions for those who under severe health conditions. The announcement was made in response to boost up the vaccination rates within the country and aim at inoculating 80% of the population by the end of the year. 

Malaysia currently has one of the fasted rollouts in Southeast Asia, with 61% of its 32 million population already fully immunized. Covid vaccines are provided free of charge to Malaysian nationals, but foreigners will need to pay for the treatment, according to the Malaysian Minister of Health, Tan Sri Muhyiddin Yassin, who has signed a deal with Pfizer for 12.8 million doses. There will be administered in two stages of 6.4 million people each, with the program to commence in quarter 1 2021. 

The Public Service Department said in a statement that vaccinations would be made compulsory for government employees to increase the public confidence and ensure government services can be delivered without many obstacles. Nearly 98% of civil servants were already vaccinated, while around 1.6% have yet to register under the country’s vaccination program, the department added. There are approximately 1.6 million public servants in Malaysia. 

In contrast, unvaccinated employees have to receive their vaccinations by November 1st, while those who are unable to be inoculated must provide their health information verified by a government medical officer. Those who fail to receive covid vaccines in time will have to undergo disciplinary action, the department emphasized. 

Nevertheless, COVID-19 restrictions in Melaka and the Klang Valley – Kuala Lumpur, Putrajaya and Selangor are set to be loosen since October to begin their phase 3 of Malaysia’s four-step national recovery plan. Kedah will turn to phase 2 on the 1st of October. With this, all states all over the country now officially passed phase 1. 

On Sept 29th, Prime Minister Ismail Sabri said: “I congratulate the Malaysian family especially the state governments on working hard to manage the pandemic situation in their respective states to fulfill the stipulated threshold values.” He also added the plan to ease social distancing obligations for states under phases 2 and 3. Government and private functions, including seminars, will be allowed at 50% capacity if all attendees are fully immunized. 

Fully capacity will be allowed for states in phase 4, Negeri Sembilan and Labuan. “Those who have yet to be vaccinated are required to undergo pre-event testing using the self-test kit (saliva) before attending the event, witnessed by the organizer or with confirmation by medical practitioners,” Ismail Sabri emphasized. 

From the beginning of October, people who received two shots of covid vaccines are able to attend sports and recreational matches, except those under 18. Audiences will still be required to were face masks throughout the sporting events and no eating or drinking will be allowed in stadiums. The skill training sector and industrial training centers will be allowed to restart their business from Oct 15th across states in all phases of the national recovery plan, in line with the reopening of higher learning institution. Mr. Sabri also added that 85.1% of Malaysia’s adulty population have been fully vaccinated under the national COVID-19 immunization program, which met their goal for the heard immunization. He also said that the government would allow interstate travel when 90% of the adult population is fully vaccinated.
