태국 관광 11월 1일 개방... 백신 증명서, 음성 결과지, 의료보험 가입해야

[오뉴스=Mai Dang 해외통신원]=역사상 가장 화려한 도시 중 하나인 방콕의 거리는 오랜 세월 동안 외국인 관광객들로 붐볐다. 하지만 코로나 팬더믹 이후 관광객의 부재는 전염병 이전에 그들의 도시가 어땠는지 잊혀질 정도로 조하고 황량한 도시 풍경을 남겼다. 그 차이는 생계가 주인 관광업계 종사자들에게 특히 두드러진다. 

오래된 골동품 상점의 주인 Peerasith Seemoolsathien은 "작년에는 손님이 거의 없었다.”라고 토로했다. 방콕의 구시가지에 위치한 이 상점은 오랜 시간을 견디며 유구한 역사와 빈티지의 매력에 매료된 전 세계 여행객들에게 특별한 휴식과 편안함을 제공했던 장소 였다.

2018년 Peerasith는 게스트하우스 사업을 시작할 때 이 건물을 Kanvela House라고 명명했다. 외국인이 고객의 90%를 차지했지만, 코로나19 팬데믹 이후에는 2%로 떨어졌다. 

거의 2년 동안, 객실은 고국으로 돌아가기 전에 그곳에 머물렀던 몇 명의 외국인을 제외하고는 텅 비어 있었다. Peerasis는 "직원 수가 15명에서 5명으로 줄었다"며 “손님이 거의 없어 너무 외롭다"라고 하소연했다. 

한편 태국 정부는 11월 1일 별도의 자가격리 없이 예방 접종을 완료한 관광객들에게 국경을 다시 열기로 결정했다. 태국 관광업계는 희망에 들떠 있으며, 방콕에서는 국제 관광을 맞을 준비가 한창이다.  

소폰 피수티웡(Sophon Phisutthiwong) 부지사는 "방콕시청(BMA)은 해외에서 돌아온 관광객을 환영하기 위해 준비하고 있다"며 "방문객과 지역 주민 모두 도시 재개가 원활하고 안전하게 진행될 수 있도록 세부 계획을 세우고 있다"라고 말했다. 

그는 "방콕인의 예방 접종은 여기에서 중요한 요소이다."라며 “우리는 이미 주민의 75%가 2차 접종까지 완료했다. 이는 700만 방콕 시민 중 580만 명이 완전히 예방 접종을 받았다는 것을 의미한다. 따라서 예방 접종 측면에서 방콕은 준비가 되어 있다"라고 강조했다.

방콕시청은 관광객들이 방콕에서 안전하고 편안한 체류를 즐길 수 있도록 운영 절차를 마련했다. 공항과 호텔 사이의 밀폐된 경로를 통한 준비된 운송에서부터 가이드 투어, 보트 타기, 마사지, 감염 시 의료 서비스에 이르기까지 다양한 관광 프로그램을 점검했다.

소폰 부지사는 "우리는 기억에 남고 안전한 여행을 관광객들에게 선물할것"이라며 "방콕을 찾는 관광객이 늘면 더 많은 수입이 발생한다. 서비스 부문의 방콕인들의 경제가 개선되기를 바란다. 많은 업체들이 오랫동안 문을 닫았기 때문에 그들은 수입이 없다.”라고 말했다.

11월 1일 부터 저위험 국가 및 지역에서 온 해외 관광객은 검역 없이 비행기로 태국에 입국할 수 있다. 여기에는 싱가포르, 중국, 미국 및 호주 등이 포함된다. 면제를 받으려면 Covid-19 백신 2차 접종 완료 후 14일이 경과해야 하며, 최소 21일 동안 해당 국가 및 영토에 거주해야 한다. 

또한 여행 72시간 이내에 발행된 Covid-19 중합테스트(RT-PCR) 음성 결과를 제시해야 하며, 태국인이 아닌 경우 최소 보장액이 미화 5만 달러의 의료 보험에 가입해야 한다. 


Thailand: “Bangkok is ready” – International tourists are welcomed to the land of golden temples without quarantine in November. 

For so long in history, the street of one of the busiest cities in the world, Bangkok, has been empty of foreign tourists. Their absence drew a quiet deserted picture for the residents to what their city used to be like before the pandemic. The difference is especially noticeable for those whose livelihood mostly depend on tourism. 

“Last year, I barely had any customers,” said Peerasith Seemoolsathien in an old shophouse dating back a century. Located in Bangkok’s old quarter, the building has withstood the test of time, providing a unique space of relaxation and comfort to global travelers who were drawn by its history and vintage charm.

In 2018, Peerasith named it Kanvela House when he started his guesthouse business. Foreigners used to make up 90% of his customers but since coronavirus pandemic, “that dropped to 2%”, he shared. 

For nearly two years, the guest rooms have been left vacant, save for a few foreigners who stayed there before moving back to their home countries. “Our employees have gone down from 15 to five,” Peerasith said. “We barely had any customers. It’s so lonely”. 

However, there is a ray of hope coming since Thailand government decided to reopen the borders to fully vaccinated travelers without quarantine on Nov 1st. In Bangkok, preparations are underway for what is hoped to be a new beginning for international tourism, exiting opportunities for locals and economic recovery. 

According to tis deputy governor Sophon Phisutthiwong, the Bangkok Metropolitan Administration (BMA) is gearing up to welcome back tourists from abroad. Detailed plans have been laid out and rehearsed to ensure the reopening of the city takes places smoothly and safely, both visitors and local residents. 

“The vaccination of Bangkokians is an important factor here,” he said. “We have already inoculated 75% of the residents with the second dose. This means 5.8 million people of the 7 million or so population are fully vaccinated. So, in terms of the vaccination, Bangkok is ready.”

BMA has also formulated operating procedures to ensure tourists would enjoy a safe and comfortable stay in the capital amid the new normal. They cover a wide range of activities – from arranged transport on a sealed route between the airport and hotels to guided tours, boat rides, massages, and healthcare services in case of infection. “We went tourists to have a memorable and impressive experience,” Sophon said. 

“The more tourists visit Bangkok; the more income is generated. Right now, we want our economy to improve, especially for Bangkokians in the service sector. They don’t have income because many businesses have been closed for a long time.”

From Nov. 1st, international travelers from 46 low-risk countries and territories will be able to enter Thailand by air without quarantine. This includes people from Singapore, China, the United States and Australia. To enjoy the exemption, they must have been fully vaccinated against Covid-19 for at least 14 days and resided in the eligible countries and territories for at least 21 consecutive days. 

Besides, travelers are also required to present a negative reverse transcription-polymerase chain reaction (RT-PCR) test result issued within 72 hours prior to travel. For non-Thais, medical insurance with a minimum coverage of $50,000 USD is compulsory.
